Smt. Nirmala Sitharaman, Hon’ble Union Minister of Finance presented Union Interim
Budget 2024-25 with the allocation of Rs. 37277.74 Crores for Union Territory of Jammu &
Kashmir in Parliament today which we termed it as a Industrial Friendly and beneficial for all
sections of Society.
While going through the interim Budget proposal, Sh. Lalit Mahajan, President, BBIA
welcome the proposals for the speedy Development of all the sector including MSME Sector as
well as for the Corporate Sector of the Country with the following Budget announcements:-
1. 7% GDP Growth.
2. No Change in the present Direct /Indirect Taxes.
3. One Crores House Holds will be enabled to obtain 300 Units of Free Electricity per
month under Rooftop Solarization.
4. 30 Crore Mudra Yojana loans disbursed to women entrepreneurs.
5. Pradhan Mantri Awas Yojana (Grameen) close to achieving target of 3 crore houses,
additional 2 crore targeted for next 5 years Housing for Middle Class scheme to be
launched to promote middle class to buy/built their own houses.
6. Fostering entrepreneurial aspirations of Youth-43 crore loans sanctioned under PM
Mudra Yojana
7. New scheme of bio-manufacturing and bio-foundry to be launched to support
environment friendly alternatives
We request to Hon’ble Prime Minister Sh. Narendra Modi and Hon’ble Union Finance
Minister Smt. Nirmala Sitharaman to provide the adequate funds for the Development of
Industrial Infrastructure which includes the completion of Industrial Estates in time bound
manner in Union Territory of Jammu & Kashmir on priority basis enabling the prospective
Entrepreneurs to start the production in time bound manner on the basis of 28,400 Crores
Industrial Package approved by Govt. of India for the Industrial Sector of Jammu & Kashmir.
We also request Sh. Manoj Sinha, Hon’ble Lt. Governor, Sh. Atal Dulloo, IAS, Chief
Secretary, Union Territory of J&K and Sh. Vikramjit Singh, (IPS),Commissioner/ Secretary,
Industries & Commerce Department to provide requisite funds from Funds allocated to J&K
in the interim budget with the enhancement the Budget Allocation for Turnover Incentives
from 50 Crores to Rs. 210 Crores for the Financial Year 2021-22 and the Budget Estimates for
the Financial year 2022-23 onward shall be done on the basis of Actual turnover achieve in
each Financial year with the Refund of SGST on the Substantial Expension in respect of
Additional items/ change in the line of manufacturing which will encourage the Local MSME
Units to enhance their production capacity resulting more Employment Opportunities for local
youths.

Manoj Sinha resulting Rs. 5319.35 Crores Investment in Industrial Sector in post Article 370 upto 31-10-2023 as per the information shared by Sh. Nityanand Rai, Hon’ble Union Minister of State in Ministry of Home Affairs in Parliament on 19-12-2023 which will provide Employment Opportunities to Local Youths. Sh. Vikramjit Singh, (IPS) for taking effective steps for the setting up of Industrial Units by the prospective Investors to avail the benefits of Central package of Incentive under the NCSS-21 Scheme of Govt. of India against which Investment Proposals amounting to Approx.70000 Crores has been received by the Industries Department which is a step towards Rapid Industrialization in Union Territory of Jammu & Kashmir and we are hopeful that ample Direct and Indirect Employment Opportunities for the local unemployment youths may take place in near future. It is pertinent to mention here that Investment Proposals amounting to thousands of Crores pending with the Industries Department due to non-availability of Developed Industrial Estates with the requisite Infrastructure for Industrial use, the Registration of Prospective Investors on the Portal of Industries Department not possible due to pending Lease Deed Documents for the allotment of Land in the Notified Industrial Areas under Development and it is the need of the hour to take effective steps for the Development of Industrial Land on war footing basis enabling the Prospective Investors to start the Industrial Activities as early as possible. We also request Hon’ble Lt. Governor Sh. Manoj Sinha, Chief Secretary Sh. Atal Dulloo, (IAS) and Commissioner /Secretary Sh. Vikramjit Singh, (IPS) to take up the matter with Ministry of Commerce and Industry for the Extension of date from 30 th September 2024 for the submission of Application for Registration and cut of date for the approval of Application from 31-3-2025 for atleast Two years enabling the prospective Investors to apply for the Registration under the NCSS 2021 Scheme after the allotment of land in the Notified Industrial Areas which are under Development. Federation of Industries Jammu draw the kind attention of Sh. Manoj Sinha, Hon’ble Lt. Governor of J & K UT towards the non-availability of Developed Industrial Land to the prospective Investors resulting flight of Industrial Investment to other States where ready to use Developed Industrial land and Fiscal Incentives available to the Prospective Investors. While highlighting the issue Sh. Lalit Mahajan Chairman Federation of Industries Jammu draw the kind attention of Hon’ble Lt. Governor that the New Central Sector Scheme 2021 notified by Govt. of India on 18 th Feb 2021 and the Scheme has been implemented w.e.f. 01-04- 2021 on the basis of which massive response for the Investment in Industrial Sector as well as in Service Sector has been received from the Prospective Investors for their requirement of thousands of Kanal of Land but till date only few Units got the Registration to avail the benefits of around approximate Rs.7000 Crores against total allocation of Rs. 28400 Crores as per the NCSS 2021 under which is registration to avail the benefit shall be valid till31-03-2025 . It is pertinent to mention here that Investment Proposals amounting to thousands of Crores pending with the Industries Department but due to non-availability of Developed Industrial Estates with the requisite Infrastructure for Industrial use the Registration of Prospective Investors on the Portal of Industries Department not possible due to pending Lease Deed Documents for the allotment of Land in the Notified Industrial Areas under Development. It is also worthwhile to mention here the Existing working Industrial Units facing hardship due to non-availability of Fiscal Incentives at par with the New Investors under the NESS-2021 resulting nos. of units may opt for the closure of their units in near future due to which mass scale retrenchment of Industrial Workers may take place and on the other hand due to non- availability of Developed Land the question mark put on the employment to local youths as the Prospective Investors may take a decision to shift to other states to avoid the Price Escalation in their Project Cost due to delay in the allotment of Industrial Land. We request Hon’ble Lt. Governor Sh. Manoj Sinha to consider the request for the grant of Fiscal Incentives at par with the New Central Sector Scheme 2021 to the Existing working Industrial Units and units under Substantial Expansion with the allocation of requisite funds and also issue necessary directions for the completion of Proposed Industrial Estates on War Footing basis to provide the Land to prospective Investors in time bound manner For Federation of Industries, Jammu.
